SECTION 00 1113 - ADVERTISEMENT TO BID
Rides Mass Transit District is inviting sealed Bid Proposals from interested and qualified parties for new office building, located at 1304 Frank Leberman Road, Harrisburg, Illinois 62946.
This project consists of construction of a new building that has a total square footage of 5,013 SF. The structure is to be wood construction. The foundation and floor shall be cast-in-place concrete. Also required will be sitework, new HVAC, plumbing, and electrical systems. .
Bids will be received by Rides Mass Transit District until the date and time listed below, at which time the bids will be publicly opened and read aloud.

Bid security shall be submitted with each bid in the amount of ten10 percent of the bid amount. No bids may be with-drawn for a period of 60 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
Online procurement and contracting documents: documents will be available online through an electronic bid site managed by Farnsworth Group, Inc. Obtain access after 10/20/2020 10:00am, by visiting www.f-w.com and clicking on the project bid list link at the bottom of the page or by contacting Farnsworth Group, Inc. Online access will be provided to all registered bidders during the bidding process. A separate ftp site will be made available to the successful bidder for the duration of construction.
Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insur-ance in a form acceptable to Owner will be required of the successful Bidder.
The Owner requires all contractors and vendors doing business with the Owner not to discriminate against anyone on the basis of race, age, color, religion, gender, sexual orientation, ancestry, non job-related handicaps or national origin.
Rides Mass Transit District reserves the right to accept or reject any and all bids, and to waive any and all informalities in the bidding. After receipt of bids and completion of the review process, Rides Mass Transit District may award a contract to the bidder that, in its opinion, will provide a combination of the best services and reasonable cost.
Successful bidders shall be required to observe the fair employment practices commission rules pertaining to equal employment opportunity, and comply with the Illinois Prevailing Wage Act, 820 ILCS 130/1 et seq.., and use wage determination as determined by the Illinois Department of Labor, Conciliation, and Mediation Division dated the latest edition prior to date of bid. These wages will remain in effect until superseded by a new determination.
This contract is subject to the requirements of Title 49, Code of Federal Regulations, Part 26, Participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs. The national goal for participation of Disadvantaged Business Enterprises (DBE) is 10%. The agency’s goal for DBE participation is 2% for this project. Contracts are subject to this goal and IDOT DBE special provision
Bids will be held good for a period of 60 days days subsequent to the opening of bids.
