On April 11, 2018, Rides Mass Transit District held a bid opening for the Marion Park and Ride Project funded through Illinois Department of Transportation and Delta Regional Development CFDA 90.200.
On June 8, 2018 Rides Mass Transit District awarded the project contract to Samron Midwest Contracting, Inc. for the sum of $1,836,798.

The Owner will receive Bids until 2:00 PM local prevailing time on April 11th, 2018 at 30 Veterans Drive, Harrisburg, Illinois at which time and place the bid proposals will be publicly opened and read aloud. Bids not submitted by the deadline will be returned to the bidder unopened. Bids will be for the following work:
Base Bid:
Construction of a steel frame and reinforced masonry transportation terminal (approx. 1100 s.f.) to accommodate a waiting area, toilets, and support spaces for a transportation terminal and support spaces with concrete foundations and floor slabs, HVAC systems, Plumbing systems and service, Electrical systems and service, Data and Telecomm systems, steel joist roof structure. Other exterior materials include low-slope membrane roofing, structural steel canopies, masonry column surrounds and benches, asphalt paving, storm-water detention, site lighting, landscaping and limited site demolition work.
Construction of six (6) bus berths including concrete paving, concrete footings, steel columns, site drainage, Electrical and Data systems, and site furnishings.
Alternate Bid 1:
Provide cost to replace all asphalt parking lot paving with concrete paving.
Alternate Bid 2:
Provide and install in-slab radiant floor system at automatic sliding door locations.
A Pre-bid Meeting will be held on March 14th, at 10:00 AM, prevailing time, at 30 Veterans Drive, Harrisburg, Illinois.
Prebid is mandatory and failure to attend the prebid will disqualify the potential bidder.
Drawings and specifications may be obtained at the office of Hurst-Rosche, Inc., 200 N Market Street, Marion, Illinois, after April 11th, 2018, by paying a nonrefundable amount of $125.00 ($135.00 if mailed) for each set of drawings and specifications.
Bidding Documents, Drawings and Specifications, may be examined by prospective bidders and material suppliers at the offices of Hurst-Rosche, Inc., 200 N. Market St., Marion, Illinois and the following Plan Rooms:

Drawings and specifications will be available for viewing on the internet at: www.hurst-rosche.com. The
documents are being provided for reference purposes only. Bidders must obtain a signed and sealed hard
copy set of the bidding documents, including bid form, from the offices of Hurst-Rosche, Inc. to submit
a bid for this project.
The Owner requires the Project to be completed in 245 calendar days from the starting date indicated on
the Notice to Proceed.
Bidders will be required to provide Bid security of a sum no less than 5 percent of the Bid Sum. The bid
security shall be either certified check, cashier’s check, bank money order or bid bond issued by surety
licensed to conduct business in the State of Illinois. Hereinafter this bid security shall be referred to as the
bid bond.
Submit two copies of your Bid on the Bid Form provided. Bidders may supplement this form as
appropriate.
Your Bid will be required to be submitted under a condition of irrevocability for a period of 90 days after
submission.
Successful bidders shall be required to observe Illinois Public Act 77-1552 and the Illinois Department of
Human Rights and Illinois Human Rights Commission Rules pertaining to Equal Employment
Opportunity as provided for in paragraphs 2-101, et seq., Article II, Chapter 68, of the Illinois Revised
Statutes; and comply with paragraph 271 of Chapter 48 of the Illinois Revised Statutes concerning the
employment of citizens of the State of Illinois; and comply with Chapter 48, Sections 39s-1 through 39s-
12, of the Illinois Revised Statutes, as amended, known as the Prevailing Wage Determination, as issued
by the Illinois Department of Labor.
The right is reserved to accept any bid or any part or parts thereof or to reject any and all bids.
Acceptance of any bid is subject to concurrence by the Illinois Department of Transportation and the
United States Department of Transportation.
Any contract resulting from these bids is subject to financial assistance contracts between RIDES Mass
Transit District and the United States Department of Transportation and the Illinois Department of
Transportation.
Contractor will be required to comply with all applicable Equal Employment Opportunity laws and
regulations.
Certified Disadvantaged Business Enterprises are encouraged to participate in any procurement
opportunity with RMTD. RMTD shall not discriminate on the basis of race, color, national origin, or sex
in the participation or performance of any resulting contract or agreement.
