Title VI non-discrimination

Rides Mass Transit District (RMTD) participates in federally assisted programs and is required to comply with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, and related federal civil rights laws.

Under these laws, people in the United States may not be denied participation in, benefits of, or be treated unfairly in any program or activity receiving federal financial assistance because of race, color, or national origin.

Title VI at RMTD means:

  • RMTD programs and services are offered without discrimination based on race, color, or national origin.
  • Everyone has the same opportunity to use and benefit from RMTD transportation services.
  • There is a clear process for raising concerns and filing formal Title VI complaints.

The statement below summarizes RMTD’s obligations under Title VI and explains how those protections apply to people who use RMTD services.

Commitment to full compliance

RMTD publicly states that it upholds and actively maintains full compliance with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, and all related federal civil rights requirements.

Title VI and the associated statutes require that federally assisted programs operate fairly. In practice, this means RMTD may not exclude a person from participation in a program, deny them the benefits of that program, or otherwise subject them to discriminatory treatment because of race, color, or national origin.

Any person who believes that they have been harmed by an unlawful discriminatory practice related to an RMTD program may file a formal Title VI complaint.

How to file a Title VI complaint

RMTD’s complaint process is designed to ensure concerns are documented and reviewed in a timely way.

  1. Prepare a written complaint describing the alleged discrimination, including dates, locations, and any relevant program details.
  2. Include your contact information so the Title VI Coordinator can follow up with you if clarification is needed.
  3. Submit your written complaint to the RMTD Title VI Coordinator within one hundred eighty (180) days from the date of the alleged incident.

Complaints are reviewed in accordance with RMTD’s Title VI procedures and applicable federal guidance.
