The Procurement Department at Rides Mass Transit District (RMTD) manages the purchase of goods, services, inventory and construction needed to keep our system moving.

RMTD posts solicitations on our website and in regional newspapers, and actively encourages participation from Disadvantaged Business Enterprise (DBE) firms through the Illinois Unified Certification Program.

How procurement works at RMTD

The Procurement Department oversees purchasing for all goods, inventory items, services and construction projects, following federal, state and local requirements.

Procurement responsibilities

The Procurement Department develops and issues solicitations, evaluates responses and recommends awards in accordance with RMTD policies and applicable state and federal regulations.

  • Prepares and advertises invitations for bid (IFBs) and requests for proposals (RFPs).
  • Ensures specifications and scopes of work are clear, fair and not unduly restrictive.
  • Coordinates with project managers to align purchasing schedules with project timelines.
  • Maintains procurement records and documentation for audit and compliance purposes.

Purchase orders, contracts & federal clauses

Once an award is made, RMTD issues a purchase order or contract to the successful vendor. A signed copy is provided for the vendor’s records.

  • Purchase orders and contracts define pricing, deliverables, terms and conditions.
  • RMTD incorporates required State and Federal Transit Administration (FTA) third-party contract clauses where applicable.
  • Vendors are expected to comply with all contract requirements for the full term of the agreement.
